It might be easier to auto-verify a raid with a little more data for the algorithm. http://hoodline.com/2017/03/hotline-lets-sf-residents-report-immigration-raids reports that in SF 'The Rapid Response team asks "folks to be as specific as possible ... We ask if they can give us the exact location of where they see ICE officers, the number of officers, badges, license plates." The team also encourages witnesses to "take pictures from a safe distance."' Perhaps for a later sprint though.
