SettingsExpander - Border not showing #357

Describe the bug

If you set a border on the SettingsExpander with the 'Border' property, it will not be displayed.

        <control:SettingsCard />
    </control:SettingsExpander.Items>
</control:SettingsExpander>

Steps to reproduce

Create a new WinUI 3 project and paste the XAML sample from above as the content of the page.

Expected behavior

A red border around the SettingsExpander should be displayed.
