Offer users a download API similar to GBIF that:

creates a single ColDP download package
assigns it a DOI with metadata citing all used sources
stores the metadata eternally, data archive to be decided
allows entire datasets or partially filtered by a (set?) of root taxa
optional presence of species info data (vernacular, distribution, etc)
