Horizontal scrolling does not work when Smooth Scrolling is ON.
To Reproduce | 如何重现
Check Smooth Scrolling
Expected behavior | 期望结果
Horizontal scrolling does not work, even with Toggle key assigned.

OS: [e.g. iOS] MacOS Monterey 12.7.2
Browser: Chrome - Version 120.0.6099.216 (Official Build) (x86_64)
Safari - Version 17.2.1 (17617.1.17.11.12,
Application : Safari, Chrome, Excel etc

我这里的问题是只有shift键可以生效，将其他按键设置成触发横向滚动之后都是不生效的 macOS14.0
