If a user has been grandfathered into the 200GB storage feature, changing billing plans will reset their default storage to 50GB. The UI currently does not inform the user of this fundamental change to their site. p1715159824482899-slack-C02BEP610
Steps to reproduce
Visit site with legacy 200GB storage creator or entrepreneur plan ( reach out if need access to one )
Verify that a user can change billing terms to monthly, yearly, 2yearly, etc.
Note that no warning is shown to the user that their site's default storage capacity will decrease

We've merged a notice for the plans grid, but a more appropriate spot would be in plan checkout ( because there are a variety of ways outside the plans grid to add plans to a cart ) see discussion here
When we add a notice to the checkout page, we should reconsider whether or not it's still beneficial to have a notice on the plans grid as implemented in #90664
